Florida Emergency Management:

Disasters can happen at any time and hospitals serve as a valuable resource by preparing their staff, facilities and the community for an emergency. Through workshops, training and strategic partnerships, the Florida Hospital Association equips hospitals with the knowledge and tools to effectively prepare for and manage an emergency.

services and support since 2002. A summary of our exercise, preparedness,  response and recovery actions are below:
Preparedness:
– FHA serves as the hospital liaison for health system exercise and preparedness to the Florida Department of Health Division of Emergency Medical OperationsDepartment Of Homeland Security, Emergency Management Institute, FEMA , Homeland Security Exercise and Evaluation Program (HSEEP), and the Bureau of Emergency Preparedness & Response.

Strategic Exercise and Training Plan:

All steps in the emergency planning process from creating a team to identifying and assessing risks to “training and exercising” the plan, as well as, takes part in an “exercise” that evaluates and measures their “performance” in responding to an incident. In the end, participants are prepared to plan, train,  exercise, and “tailor” their Emergency Operations Plan (EOP)  to “specific targets.”

MEPP01Hospital Emergency Response Team covers training and exercise priorities that are common across the entire state. In addition, the public health and healthcare community is encouraged to participate in their county emergency management process; this ensures that their community priorities are addressed. To foster coordination, increase collaboration and to be more efficient all agencies hosting public health and healthcare related training and exercise events are requested to post the information on the Department of Health, Bureau of Preparedness and Response Training and Exercise

Target Audience/Disciplines

Hospital staff members who comprise a Hospital Emergency Response Team (HERT). such as physicians, nurses, administrators, security personnel, environmental staff, including, first responder,  local law enforcement, community and other player.

Overview

The Emergency Response Training for Mass Casualty Incidents addresses healthcare response at the operations level for the facility,  personnel, emergency responders, local law enforcement, FBI, CIA, DHS, FEMA, community and other players. This prepares healthcare responders to utilize the Hospital Incident Command System (HICS)—integrating into the community emergency response network while operating Treatment Area (ETA)  during a Mass-casualty incident (MCI).

Below are some, but not all, of the critical skill sets learned during this training exercise:

  • Analyze the need, composition, and use of a HERT during an emergency, MCI, or disaster situation
  • Analyze the organization and operation of HICS as it integrates with the Incident Command System (ICS) during response training to an MCI
  • Differentiate the medical responses to a variety of illnesses and injuries that may result from an MCI
  • Select and use the appropriate level of PPE as hospital first receivers in response to a disaster
  • Establish a HERT that meets all safety requirements, provides security to the hospital, and efficiently manages patients for processing into the hospital facility for follow-up treatment
  • Compare decontamination methods, evolution, and procedures
  • Perform SIMPLE TRIAGE AND RAPID TREATMENT (START) and JumpSTART procedures within the ETA during a hospital response to an MCI involving contamination
  • Conduct operations in an ETA while wearing appropriate PPE in response to an MCI involving contamination
  • Conduct an effective medical response to an MCI using the HERT approach

Hospitals Enhance Preparedness

The Florida Department of Health utilizes the Homeland Security Exercise and Evaluation Program (HSEEP) as the standard for exercise management. Adherence to the policy and guidance presented in the HSEEP methodology ensures that exercise programs conform to established best practices and helps provide unity and consistency of effort for exercises at all levels of government.

Patient Protection and Affordable Care Act:

The Patient Protection and Affordable Care Act is a multi-faceted reform of the nation’s health care system. The Florida Hospital Association is working with members, stakeholders and lawmakers to facilitate implementation of the law.

The Florida Division of Emergency Management is the State Administrative Agencies (SAA) for the Department of Homeland Security Grant Programs. The Domestic Security Unit is responsible for the administration of these programs for the State of Florida. Personnel from the Training & Exercise, Logistics and Finance Units assist the Domestic Security Unit by providing expertise from their respective program areas.

  • Information about subgrant agreements for active State Homeland Security Grant Program (HSGP) years may be accessed on the Florida Accountability Contract Tracking System (FACTS) search page: https://facts.fldfs.com/Search/ContractSearch.aspx. No login is required. The most efficient way to locate the domestic security unit agreements is to search using only the field of ‘Agency Assigned Contract ID’.All of the FDEM DHS subgrants are assigned the prefix of DEM- followed by the complete contract number including all dashes, with no spaces. Entering only a limited number of fields will return larger search results. For example, searching DEM-13-DS-L5-09 will produce a search result for a district.  Adding the next field DEM-14-DS-L5-09-21 will produce results by county.  Searching  the entire prefix and agreement number such as DEM-14-DS-L5-09-21-23-369 will produce one specific agreement. Other information available at this site include start & end dates, payments logged by the comptroller and pdf copies of executed legal documents.   • The Nonprofit Security Grant Program (NSGP) provides funding to organizations, as described under section 501(c)(3) of the Internal Revenue Code of 1986, at “high risk of terrorist attacks and located within designated areas of Florida.” Eligible 501(c)(3) nonprofit organizations must utilize funding for the purchase and installation of security equipment on property owned or leased by the nonprofit organization. Equipment is limited to select items contained within categories 14 and 15 on FEMA’s Authorized Equipment List; they include CCTV, card access readers, blast film, lighting, fencing, and bollards.As a condition of accepted funds, the nonprofit organization must complete the Environmental and Historical Preservation Screening Form, which the federal government requires.Below is a brief synopsis of the grant program and the process for applying.Urban Areas Security Initiative: Nonprofit Security Grant Program
    The U.S. Department of Homeland Security (DHS) will announce  (sometime in 2016), that nonprofit organizations in designated UASI areas nationwide are eligible to apply for funds as part of the Fiscal Year (FY) 2016 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). This competitive grant program will provide funding (to be determined by the Federal government), nationwide to eligible 501(c)(3) organizations that are deemed at a high-risk of a potential terrorist attack. DHS’s criteria for determining eligible applicants that are at high risk of terrorist attack include, but are not limited to:
  • Identification and substantiation (e.g., police reports or insurance claims) of prior threats or attacks against the nonprofit organization or closely related organizations (within or outside the U.S.) by a terrorist organization, network, or cell
  • Symbolic value of the site(s) as a highly recognized national or historical institution that renders the site as possible target of terrorism
  • Role of the applicant nonprofit organization in responding to or recovering from terrorist attacks
  • Findings from previously conducted risk assessments including threat or vulnerability

The only way an eligible nonprofit may apply, is through the State Administration Agency (SAA), who will then submit all eligible, state scored, applications to DHS for Federal scoring, and review.  The Florida Division of Emergency Management (FDEM) is the designated SAA for the state of FL.  Nonprofit organizations must submit applications (Investment Justification/IJ), a copy of the organization’s Mission Statement, a Vulnerability/Risk Assessment, AND a copy of the agency’s 501(c)3, to the FDEM, to be considered eligible for a federal award up to $75,000.  Not all eligible nonprofit organizations are guaranteed to receive funding under the FY 2016 UASI NSGP. If selected by FEMA to receive funding under the FY 2016 NSGP, a recipient may only fund investments that were included within their FY 2016 IJ that was submitted to FDEM/FEMA and evaluated through the Federal review process.

The federal grant funds must be used for target-hardening activities, which can be accomplished through the purchase and installation of security equipment on real property (owned or leased by the nonprofit organization) and training. For a complete listing of allowable equipment, please refer to the Authorized Equipment List at http://www.fema.gov/preparedness-non-disaster-grants, and http://www.fema.gov/grants. Allowable equipment is limited to specific items within categories 14 – Physical Security Enhancement Equipment; and 15 – Inspection and Screening Systems. Additionally, nonprofit organization security personnel may use UASI NSGP funds to attend security-related training courses and programs. Allowable training-related costs are limited to attendance fees for the training, and related expenses, such as materials, supplies, and/or equipment. Overtime, backfill, and/or travel expenses are not allowable costs. Allowable training topics are limited to the protection of CI/KR, including physical and cyber security, target hardening, and terrorism awareness/employee preparedness.

Management and Administration (M&A) activities are also allowable (maximum of up to five percent (5%) of funds awarded) and are defined as directly relating to the management and administration of NSGP funds, such as financial management and monitoring.

**This is a REIMBURSEMENT grant program, therefore, if your agency is selected to receive funding, the agency is responsible for ordering, and purchasing eligible equipment.  Those eligible expenses would then be submitted to the FDEM with copies of purchase orders, invoices and copies of the front and back of canceled checks for reimbursement.**

  • The Department of Homeland Security (DHS) has announced the availability of $55,000,000 in Operation Stonegarden (OPSG) funds as part of their Fiscal Year 2016 Homeland Security Grant Program (HSGP).  The $55,000,000 is the total national available funds. The FY 2016 HSGP Notice of Funding Opportunity (NOFO) is attached, as well as the FY 2016 OPSG Operations Order Template. Detailed guidance and application instructions for all grant programs can be obtained at http://www.fema.gov/grants.The FY 2016 OPSG funds are intended to enhance cooperation and coordination among local, tribal, territorial, State, and Federal law enforcement agencies in a joint mission to secure the United States’ borders along routes of ingress from international borders to include travel corridors in States bordering Mexico and Canada, as well as States and territories with international water borders.The allocation methodology for the FY 2016 OPSG will be made on a competitive basis to designated localities within U.S. Border States and based on risk analysis and the anticipated feasibility and effectiveness of proposed investments by the applicants. FEMA will not be announcing allocations in advance for OPSG.FY 2016 OPSG is intended to support Border States and territories in the United States in accomplishing the following objectives:
    • Increase capability to prevent, protect against, and respond to border security issues;
    • Increase coordination and collaboration among Federal, state, local, Tribal, and territorial law enforcement agencies;
    • Continue the distinct capability enhancements required for border security and border protection;
    • Provide intelligence-based operations through CBP/USBP Sector Level experts to ensure safety and operational oversight of Federal, State, local, tribal, and territorial law enforcement agencies participating in OPSG operational activities;
    • Support a request to the Governor to activate, deploy, or redeploy specialized National Guard Units/Packages and/or elements of State law enforcement to increase or augment specialized/technical law enforcement elements operational activities; and
    • Continue to increase operational, material and technological readiness of State, local, tribal, and territorial law enforcement agencies

    coordination with State and Federal law enforcement agencies, to include but not limited to CBP/USBP.

     

    Any funds until the final Operations Order and embedded budget has been approved by FEMA Grants Program Directorate (GPD) and CBP/BP Headquarters, and any existing special conditions and/or restrictions are removed.
