Has the civil service not heard of training? Aren’t they able to set up a series of courses for commercial officers in embassies around the world, and not just for the EU, to familiarize them with every aspect of trade negotiations?
Participants could learn the basic economics of trade, the elements of a good trade deal (more UK exports, but imports in sectors where the UK has a need and little or no domestic supply), tariffs, customs etc in a few short hours.
There could also be a Masterclass in legal issues concerned with trade, existing international and national trade laws, and contracts.
